Can an apartment complex charge you for a plumber fee?

A few weeks ago my sink was clogged. Maintenance said they din’t know how to fix it.
They called a plumber. He was here for a few minutes, cleared the clog and told me it was due to putting food down the garbage disposal. So yesterday I get a notice on my door saying that i owe them $105 and a late fee of &89.
