I have to get new water line from the meter to water heater, and new lines to 1 kitchen sink, and 2 bathroom ( tub, sink, toilet) and vents need to be added. I will prefer pex tubing for the job. A permit needs to be taken out.

The charges really depend on where you live. For something like what you’re describing, a plumber may give you a flat rate quote, but, again, it really depends on where you’re located.
You might want to sign up with Angie’s List (small fee) to find someone with experience in what you’re describing, as well as find someone who has a good reputation and won’t rip you off. I won’t try any plumber anymore without checking their references on Angie’s List.
